Below are the current taxi rules and regulations and also the very straightforward procedures to file a complaint.
My request is simple: whenever you take a Hoboken taxi, request (if not insist) that they follow the regulations. Every single time a cab violates a rule file a complaint - they will be fined. I said it was simple.
I believe that with all of us policing this situation and simply defending our legal rights we can resolve this issue very quickly.
Also, please share the true regulations with others; the more of us that know and demand our rights the better.

Recent Developments
Last week Annette Chaparro of the Division of Taxi & Limousine Licensing was on site at the taxi stand enforcing the rules and regulations (due to, in her own words, the "...overwhelming number of complaints."), so the situation with the habitual non-compliance is definitely recognized and is being acted on (and thanks for the work Annette!).
She also indicated that a dispatcher for that stand is in the works to enforce the taxi regulations on a regular basis. At this point she expects the dispatcher to be a city employee and the tentative start date is July 2009. Stay tuned...

Hoboken Taxi Rules and Regulations
Following are some of the regulations governing Hoboken taxis and the taxi stand. If a cabbie breaks any of these regultions you can file a complaint and they will be fined:
- The fare is $5.00 within Hoboken.
- Fares outside Hoboken are negotiable.
- The driver cannot refuse a fare within Hoboken or a 25 mile radius.
- The line is first come first served - the driver cannot select passengers based on destination.
- Only 1 fare per car unless the first fare specifically allows a second fare.
- No more than 2 fares per car under any circumstances.
- If there are 2 fares the first fare must be dropped off first.
- The driver must take the route requested by the passenger.
